The Asian Cities Climate Change Resilience Network (ACCRN) Project

The ACCRN project funded by The Rockefeller Faoundations. It aimed to catalyze partnerships, funding, and action for building climate change resilience of vulnerable people, institutions and systems through active engagement of local stakeholders, including most critically the private sector.

URDI worked on developing city selection criteria and process to be used in The ACCRN projects. Through Mercy Corps Indonesia, Wahyu Mulyana, Frieda Fidia and Ivo Setiono  conducted policy and national stakeholder mapping on climate change issue in Indonesia and analysis governance and institutional aspect of climate change vulnerability assessment.

The stakeholder mapping concluded that any efforts on national climate change planning and programming must be in line with the existing National Long Term and Mid Term Development Program (RPJPN/RPJMN). Bappenas should verify all proposals from line ministries through the Blue Book Process.  Local governments or SOE are also required to submit their proposal on climate change development issues to line ministries. The Climate Change Roadmap is expected to be integrated into the five-year mid-term development plan (RPJMN) 2010-2014. Thus, a project proposal on climate change issues must wait for the climate change roadmap be published and integrated into RPJMN 2010 – 2014.  ICCTF is still under development; therefore the mechanism to acquire funding from the trust fund has to wait until its establishment is completed.
